RAPID CITY, S.D. (KOTA) – Anytime between 7 a.m. and midnight you can buy alcoholic beverages for off-sale consumption, but an ordinance amendment requested by Alderman Josh Biberdorf at Wednesday’s Legal and Finance Committee meeting could change the hours of liquor sales to between 10 a.m. and midnight.
An original ordinance was presented back in 2020, but that was ultimately tabled. Biberdorf said there were two things that played a factor in his request for the ordinance at Wednesday’s meeting: Rapid City citizens and first responders.
“One concerned citizens, just a lot of drunkenness early in the morning at our city parks, and number two our first responders from our PD and our mobile medic units really having no break. So, people are getting out of detox at 6 a.m. and by 7 a.m. they are intoxicated again, and it’s really hard on the community resources to have everybody there …
