BUFFALO, N.Y. — The City of Buffalo’s financial watchdog has expressed concern that Acting Mayor Christopher Scanlon’s proposed capital budget might be too costly for the city and could cause further financial stress down the road.

In a 2-page letter to the Buffalo Common Council, Comptroller Barbara Miller-Williams implored “all approving parties to seriously reconsider” raising the city debt cap as Scanlon has suggested to fund his $110 million proposal.
