The battle over a French Quarter and downtown trash contract continues despite city leaders announcing last week that it would not seek a re-bid.Ramelli Janitorial Services has filed a protest, claiming it should be awarded the contract after Henry Consulting could not reach an agreement with Richard’s Disposal.Last week, council members called for a rebid after Troy Henry decided to hire a subcontractor, Clean Force, to take over the contract despite originally pitching Richard’s Disposal as the subcontractor when he won the bid. The council had concerns over the legality of Henry’s switch of the contractors. Henry said he and Richard’s Disposal could not reach an agreement on the cost for the contract, and claims Clean Force will save the city $400,000.Henry said he won the bid and has a right to choose his own subcontractor.
