Oregon sees 32% increase in shelter beds over past year [Video]

PORTLAND Ore. (KPTV) – Thursday was the start of the Point In Time Count, it’s a snapshot of the number of homeless people in a county on a given night. This count is a federal requirement for all counties who receive funding from the US Department of Housing and Urban Development, commonly known as HUD.

This year is the second time PSU has led the Point In Time Count for the tri-county area. the goal is to get a better idea of how many homeless individuals are in the Portland area and see if the efforts to combat the homeless crisis are working or not. But it is not a perfect science.

“We inherently have an undercount it’s not a yearlong service record it is just that one night, but it is a federal requirement,” PSU’s director of Homelessness Research and Action Collaborative Dr. Marisa Zapata said.
